 There is a substantial percent of males who don't cum from BJs and handjobs but there is a small proportion of men who don't cum from the actual intercourse. So your guy might have a deeper issue because of his inability to cum via intercourse and frankly, he needs to be looked at by a professional to determine if it's a behavioral problem (say masturbation), mental problem (anxiety, stress) or physical problem (erection issues) or a combination of the 3. So, no, it isn't normal not to cum via intercourse and that needs to be looked at.
