Dispite what feminism may have to say, men's sex drive is much much stronger than women's, as exemplified by this case. Young men especially so.
Why does his masturbating offend you? If you aren't having much sex and he's masturbating maybe it's because of the lack of sex...? It's too much to ask him not to carry on without sexual relief, for a young man it's like telling him to live his life with only one breath of air a minute, can do it for a while, but not long.
It looks like it's just one of those things about living wih a man you'll have to get used to, I'm afraid.
