Why do we set up dates and then she cancels?

A male Brazil age 41-50, anonymous writes:

There is this girl I met 2 weeks ago. We were both interested and tried to meet twice. Both times she had to cancel and postpone. Even though I believe she had had good reasons to do so, I don't feel like setting up dates to have her cancel them and ask to meet later.

What to do when a girl starts flaking? Should I just tell her I have no patience for this? Would this push her to be more serious about the date?

Maybe I should say that we did exchange a lot of e-mails, which clearly shows she was interested.
