Hi,
This does sound normal to me.
When the penis is flaccid, the scrotum hangs low and the outline of the testicles can be seen as they rest at the bottom. When the penis is erect, the scrotum tends to become tighter and pushes or hides the testicles higher or inside the body. Hope that makes sense! G xx
