When you tell someone you love them for the first time and they look as if they are going to cry but they don't say it back, what do you think that means?

She can't presently give me what I want out of the relationship due to a bit of a mess, with her ex although they have split? Any opinions?

I agree it could mean many things. She may have been so happy to hear such words that it made her all emotional, or it could be something else. Give her a bit of time and see if she says anything. If she says nothing after a while maybe you could ask her if it was too much you saying that or something like that.
