I would personally take it as she likes you. I absolutely love when my husband strokes my hair, or rubs my head. I feel loved and wanted and attractive when he reaches over to touch my hair.

And if he asked another girl to massage his back I would be absolutely livid with anger. That's my job! It shows that I am taking care of him and loving him when I do that. I am not a person who is very touchy-feely, so I just don't go around massaging people. He is super special to me, so that is reserved for him alone just like other intimate things.

So, in my point of view this is a sign that she has a crush on you.

probably would need more details, but if a girl asks you to play with her hair (only you) and is insisting only she should give you a massage. I saw those are pretty good hints she is in to you.
