I think you are wise to hold off for a while re getting sexual. Three weeks isn't very long. You're still getting acquainted and finding out what interests (activities, hobbies, etc.) you have in common, and whether you share similar goals and values.
So long as you enjoy one another's company and get on well, my guess would be that he will call you again sooner or later. Depending on how busy he is - and you are. And you could always give him a call, keeping it light and casual, hello, how are you, sort of thing if you don't hear and want to follow up.
