There is also something known as a "dry orgasm". This is where a man is able to have all the feelings of "comming" without any ejaculate. This is a technique used by the 19th century Oneida Community in New York State as a means of birth control. This community practiced group marriage, but they had a surprisingly low birth rate for their time and circumstances. This technique can sometimes also allow a male to orgasm, and then have another orgasm much quicker than he normally would be able to.
It basically involves the male doing similar exercises to PC's (or "Kegels"), stopping the flow of urine mid-stream. Even if a dry orgasm is never achieved, practicing the exercise can give a male better control, and allow him to engage in intercourse for longer, thus allowing him to bring a woman to orgasm.
I'm not sure if this is what you meant by "dry sex" though.

 That's pretty much the accepted definition ... sex without any actual genital contact, usually with clothing fully in place. Also known in less polite circles as "dry humping".
