the issues are many here:
1. you met on line (can work but only if you can transition to real life)
2. it's only three weeks and you are doing the I LOVE you thing... NOT good... and not really possible. you don't really know each other... online is not the same as real life.
3. you won't even meet IRL for 7 months and then it's not a visit specific to seeing you....
how can you talk about love with a man you have not met... won't meet for 7 months, don't know anything about him but what he says....
I would not make any assumptions about anything long term for a while... at least until the first visit.

 You say that you that you met this guy on a dating site three weeks ago, and he is coming to your country in seven months time, so i assume that you have not even met this guy yet. I find it hard to believe that the word love is being used here considering the duration of knowing him, and not even seeing him in the flesh. Whether he means it when he says he loves you is anybody's guess, all im going to say is be careful because truthfully you don't know anything about him or his intentions.
