Many STD's spread just from contact, but if your hands have no open wounds and you wash afterwards you are not so likely to get them when you touch a mans penis. However your mouth (and vagina) are not like your hands, they dont have the skin to protect them. That is why you must be careful even when giving oral sex. If it's with a stranger I advice you to still use a condom on him.PS. many of the STD's are today curable, but better to not end up with anything in the first place.

Any STDs your partner may have can be given to you during oral sex.
