 If you are not sexually active then chances are that its pimples, ingrown hair, or iritation from shaving there. Or a mix of the three. I have a had a few of the first ones once in a while and its very iritating until they go away. And on the shaving part i shaved my stomach for my ex and my stomach got very iritated and got little red bumps that bleed a little when my shirt rubbed a lot. But i only got them where i shaved so it was irritation. My skin can be very sensitive. So chances are its one of these but if you are sexually active go see a doctor it could be something else.

 If you're not sexually active, my guess is that you've got some ingrown hairs or pimples. Yes, we all get those "down there" too.
If you're sexually active, it could be any number of things. In this case I would recommend STRONGLY that you see a doctor.

have you brought this to your parents attention yet? You should not be afraid to do so, it could be a few things there is no way to tell you unless it is seen by a medical doctor, Are you sexually active? Does it itch? if yes to both of these could be pubic lice...easy to treat dont worry but as I said no positive diagnosis can be given via email. Go get checked. good luck sweetie.
