 EIther he's glancing at you or flat out staring. Starring doesn't have any hidden meaning behind it. He may not be looking at you at all, but yet someone past or in front of you.
You're making something out of nothing.

It probably means that he's in the adjusting period after a break up. You've broken up and he might not be over it yet. It's probably weird to not be talking to you or close to you like before the break up. Maybe he's wondering what you're thinking too. It's pretty normal to think about your ex right after a break up.
