 Maybe he doesn't want to hurt your feelings and that is why he is acting shy. Sorry but if he doesn't want to be with you he doesn't want to be with you. Be patient with yourself and take time to move on.

 If someone doesn't like you then you can't win them back unless you completely change your personality, and in that case the whole relationship would be a lie.
You're young, there are plenty of other guys out there for you who aren't shy and will want to be with you.
He was a jerk for not really giving you a reason for the break up. I would say you're better off.

 It just doesn't work like that. He broke up with you for a reason, and without knowing that reason, you can't change, which is good.. because you shouldn't be changing anyway.
Enjoy your time without him and be happy, and flirt a little, he'll see a strong and independant girl in you and he might realize what he's missing out on.
