I like "Your Friends" suggestion of cutting both of them off and seeing who wants to pursue you for an actual relationship. These guys are both just enjoy the oral sex and possible sex without any strings attached. You are worth much more than that, a guy can definitely commit to you before getting the goods. Respect yourself and guys will respect you too. And these guys definitely need to learn a thing or two about respecting women!
So yes, see which one is more interested in a relationship with you, see who wants to take you on dates, talk to you for hours, cuddle instead of have sex, bring you flowers when you're sad, proudly call you their girlfriend. hold out the sex, because then you can see what they're really after - YOU, or just a piece of booty.

you should wait until you know the time is right rather than sleep with them just because.

 Don't have sex with either of them and see if they remain interested in you. If you get dumped then you will be glad you did nothing. If one stays then you will know it was because you did not have sex and that having someone who cares is what is important in a relationship.
