The mixed signals are driving me crazy, how can she like me and someone else?

Ok so I am just about 20, and so is this girl that I dated/dating for a year, and everything was going grate. We both go to the same university. And as the end of summer brake was coming to an end I noticed that she was pulling away from me. I though that she just wanted to hang out with all of her friends before they wet back to school just like I did. But I found out later once school stated that she was hanging out with this guy she started to like. So I have talked to her about it a couple times and she has told me that she wishes she never hung out with him. And that she has really strong feelings for me and loves me but she likes him too. To summaries the last couple of months. We have gone throw hell, and now we are cool and hang out a lot, she calls me all the time to hang out and always wants to stay the night at my place. In the last two months we only spent 6 nights apart, and that is because I was hunting. I love this because I still have very strong feelings for her, but this other guy calls her in the middle of the night at (between 3 and 5) and she flirts with him on the phone. I don’t know what to think or do. All of her friends tell me that I am a better guy, and she talks about me and to just chill she will come back. And I think so because she always cutlets up next to me and basically sleep on top of me at night. But she talks to him all the time, he lives 2hrs away. She even got a new cell phone so she can talk to him for free because she used up all of her mints. She treats me like her bf some days and the next its like we never meat until she wants to go to sleep. We have had sex twice since the brake up, but she won’t kiss me. I am so confused on what’s going on. can anyone give me some advice on whats going on or how to get her to be 100% mine?
