When he gets out of the pool, I have asked him some questions about proper swimming techniques, so I can look at his virtually naked body. Sometimes I find myself drifting down to look at his bulge!  Nothing wrong with a bit of package peeking ..lol.
Don't know that admiring a hot body tho means you should ask someone out. Unless you just want a better 'peek' at the package, then you might wanna keep it to talking for now and see if there is anything more behind the speedo's to bother going there.
