Well if you enjoy phone sex with strangers go ahead. He is basically masturbating so I doubt anything you say will make him jump in his car to find you. He may be recording or broadcasting you on a college network so better not give any personal info away. Otherwise at least it's safer than real sex with a total stranger!

 If you're never going to meet - or even if you are - I don't think it's a good idea. It's fine in the context of an already established relationship when you're apart. Other than that I think it's a bit sleazy, unless it's something you positively enjoy and don't expect anything more to come of it.

Have phone sex if it something that you know YOU like, or you know YOU are curious to try . What do you think, that you'll blow his mind in such a way that he will be compelled to come and see you from another State, and he will want to start a relationship with you ?
Utterly improbable, and anyway very manipulative and most of all an unnecessary long, winding and complicated road.
If you want to DATE , then date - someone who is available to know you and appreciate you also as a person, not only as a free, long -distance wanking aid.( Phone sex is not about liking YOU, is about liking the fact that there's a female available to help him get off ).
If you want, instead, to try the phone sex experience, sure go ahead, but be sure you are doing it for yourself , and your own entertainment and gratification- not to try and rope in a probably indifferent stranger.
