Too many guys will play a girl for a month or more, in hopes of getting in their pants, and she's onto it. By waiting until she decides, there's no game involved, and she has to consider your motives, words and actions genuine before giving you the key to that part of the relationship.
It doesn't mean she feels anything less of you by not giving it to you earlier, but just that, that she has to know you well enough that she's sure she won't regret it afterward.

 It could mean diff things. Either she is just telling you that 'till she knows for sure she wants to have sex with you.
or she doesnt want to sound "easy"
or she really wants to get to know you better and make sure, she thinks you are worth the while.
OR she says this, but when you get her in the mood...blah. :) she'll change her mind, haha
