I called her and left a message asking her for the details a 2 days before the party, but she got back to me via text only 1 hour before the party. Here was her text: "Hey! Totally just realized I never called u back. Been super busy but that's not excuse. Anyway, the party is at..." How would you reply to that text?How might that affect your relationship with her?Would you even wish her a happy birthday?

I'd write her back something like : happy birthday, I hope you'll have a great time. Unluckily, I can't join you on such a really short notice - maybe some other time .
Don't sweat it- don't make it a big deal
Just, assume that either she is not much interested in you or she needs to brush up on her manners. Or both.
