 I would ask your parents for the German/English teaching tool, Rosetta Stone and learn German that way. ;)
You can always make friend with Germany girls/guys to practise your language skills but.. as far as WHO you should be dating, I think that will just be something better left up to you.
PS If your DAD/MOM is military you can get the Rosetta Stone language programs for free, through the AKO.

 Hi there. I wouldn't listen to your parents on this one, you don't have to go out with anyone you don't want to and shouldn't have to choose someone because of their nationality. Chances are that when you do get a girlfriend (and only because you want one!) she will be German, but I'm sure not all German girls smoke, so just go for the ones that don't smoke. If your German needs improving then perhaps you could ask one of the teachers to help you out for a short period a few times a week after school, or if you have made any German friends, ask for them to help? Good luck with learning the language, and don't get a girlfriend because you feel pressured to.
