 Look up "refractory period" - it is different for different men, but basically there is a period where a male is unable to orgasm, which can be anyuwhere from a couple of minutes to hours. Can he have sex in spite of this? Yes, but like Welsh Uncle Dave said, whether or not he can remain stimulated depends. Too much stimulation down there can certainly be unpleasant, and cause irritation. I would personally suggest refraining from masturbating if you'd anticipate sex with a partner, as it would probably be more fulfilling, although understanding your own body is key here. Masturbating some time before sex helps some people last longer, if they orgasm to quickly otherwise during sex.
