Depends where you are on about. If its the pubic area, it could be crabs.
If not, if you was a girl, i would of said thrush or vaginosis. Or whatever its called.
Gotta go see doctor spock mate. Just remember he/ she's seen more buts in a single day than you will in a lifetime, so nothing to be embarrassed about! Not meaning to scare you, but std's can cause all sorts of problems later in life if left untreated. Its good you have symptoms this soon if it's something specific, because you will alomst certainly avoid those problems if you act now!

 I suppose it depends on the definition of 'Down Below', whether it's around your nuts, your backside or your todger.
It could be crabs - ie. body lice - but the little buggers are so small you probably wouldn't see them anyway, or a fungal infection - jock itch - curable by Canesten Dual Action cream from the chemists shop. Crabs are a little more complicated and you'll need to have a word with your doc. about them. Either way, see the doc.
