He even offered to pay for my first tattoo for when im legally able to do it without my parents. This means that I would have to go up to his place to get it done. I've been curious about what it might be like to kiss him. The only thing is that he's ten years older than me. Is it wrong if I just experimented and kissed him?

NO,NO NO NO NO NO... it would not...i have a crush on my third cousin too he is SOOOO cute and plays guitar. point is, no PROBLEM he's your 3rd cousin. that means he is a distant relative which, i guess, makes it OKAY.

 I agree with Honeypie.. the fact that he is TEN YEARS older than you at 16/17 is a red flag for me.
IF he was your age there would be NO issues about it for me but the fact that you are a teen and he is nearly 30 is a big issue for me.
I'm thinking even you know somewhere in your mind that his behavior is wrong.

 I think it's IS wrong. And I think he is overstepping some SERIOUS lines here. He is 10 years older then you, and SHOULD know better.
What IF he doesn't want to stop at kissing?
This is a MALE family member who SHOULD make you feel safe, instead he is grooming you in a rather creepy way.
If you really DID think this was OK, why not ask your mom what she thinks?
