Perhaps after they know him real well they will make comments, but those comments will be somewhat non-serious and just friendly comments. My wife does that, but none of my previous girlfriends, including my wife when we first dated, ever made any comments about my hardware - good or bad. If they are seeing your hardware, then consider yourself lucky. You're doing fine.
As Tisha said, women think a lot of things about a man are much more important than then the size of his penis. I have never talked to any woman except my wife about this subject, but she fully agrees. It only mattered to her if he was too big and it was uncomfortable for her or hurt her.

 Well, girls are funny that way. They often don't understand that the man needs to be told his penis is the best looking thing they have ever seen. I'm not being flip here, well not too much, but girls tend to appreciate the whole man and if they are in a position to see your penis then you're doing well. That is unless you are exposing yourself in carparks or such. Then they'll be ringing the police, but that's not really your question or concern, right.
Maybe it's a two way street? Women want to be appreciated for their beauty and sexy qualities, and men want some admiration for their own physical attributes. If the girls you are with don't know what to say, maybe it's because they are inexperienced and truly don't know what to say.
Don't know if this will help you, but if they are saying it's nice or oooh without making a nasty face, you're doing just fine. That is unless it's in the carpark. :D

It is not to small and could even be considered big for your height. Some men are really big, but you seem about average--most men seem to be around that size. Also-it really depends how you use it. The best guy I have been with in bed was not the biggest. If you are too big, then some styles of sex can be painful, and I don't think I am particularly "tight" and that is still true. If whoever you are with seems to think you are small, she probably is not that comfortable with herself or her own experience. She probably is depending on unscientific statistics or using superficial ways to evaluate sex because she has not discovered her own sexuality. You have nothing, whatsoever, to be embarrassed about.
