You are still underage, and sleeping with anyone would be against the law. There is no need to rush into having sex, and, regardless of what you think, most people your age are not sexually active. If you slept with someone you didn't like you would regret it, and you may get a reputation that could stop you from having a chance with your 'perfect girl'.
Continue masterbating; it is perfectly normal and helps you learn about your sexual likes and dislikes. You could also learn about how to please girls sexually. But, more importantly, you could learn about how to approach and date girls. The best sex is when you are in a relationship and respect each other.
