 Many guys don't cum without some sort of touch from my hand (and I'm generally considered very good at giving head). Try using your hands along with your mouth and tongue.
For some, even that doesn't work. Nothing abnormal. It's more likely to be him holding back for some reason than you not trying hard enough.
