Is he shy? Just being nice? Should I bother waiting for him to make a move?

Shy, or just being nice?

Met a guy on public transport. We have a lot in common, have good conversations when we see each other. However, don't see each other very often (mostly 1-3 a week) because we both have demanding jobs that can take unexpected overtime. This has been going on since mid-January.

He flirts, compliments, asks me questions and remembers the answers, moves to sit closer to me, etc. And yet, has never asked me for my number or anything.

We did once go to a very casual and brief happy hour (his suggestion), at which he bought be a drink. I dropped some hints about going again, he simply said "sometime".

However, after this happy hour, the flirting, complimenting and moving closer, etc *increased*. So, I don't think he intended there to be only one.

So, what's going on? Is he shy? Just being nice? Should I bother waiting for him to make a move?
