 You shouldn't be dating somebody you "sort of" love. That's painful for both you and him.
So if you really like the best friend, my suggestion is to break it off with the guy and see what happens. If the friend really likes you, he may make a move himself.
However, this is a risky move. Since this is his BEST friend, he might choose to remain friends with this guy, and not risk their friendship over you.
But definitely break it off though. Why waste your time with somebody you "sort of" love?
