 Im assuming that when you say make the first move you are referring to asking him out on a date. If this is the case then why not ask him out. Ask him if he want to go for a mikshake & fries at Mcdonalds, or to see a movie. I bet he will jump at the chance.

 When you say first move what are you thinking? Don't rush into anything at your age. It's important to take it slow. If you don't want to lay it all on the line ask him if he wants to go to watch a film or come to your place to hang out or something. It'll progress naturally from there if it's meant to.
