 Everyone is different in their approach, boys and girls. He may be too shy to make the first move so if you like him you need to put some effort in this too. He will appreciate the fact that you are showing interest back and he will be more sure that you like him back, and will be more confident towards you in turn.

 Absolutely he would just stare if he has a crush and he's a bit shy or simply nervous of rejection.
