It is simple, the vagina can stretch wide enough to allow the passage of a baby, although women claim this hurts a bit, crybaby's.
But it can also contract, thight enough to allow no entry whatsoever, this ain't odd, the muscles are the same as in your ass, obviously capable of squeezing thight enough to keep gas trapped.
It is possible to learn to control these muscles, but mostly they operate involuntary.
For a virgin, the muscles will be contracted fairly thightly simply because they never have had to be anything else, this is one of the reasons sex often hurts at first for women, because the muscles are being stretched which never have been before.
A problem can occur when the body tries to prevent what it knows is painful by contracting the muscle to prevent further harm. If you are nervous and know it is going to hurt when you shove two fingers inside then your body is going to try and protect itself. It is like trying to poke yourselve in the eye.
What you need to do is to try and relax and start very slow with gentle stimulation and not worry about it if it don't work the first time. Men got a similar problem with the erection, if you worry about your erection, then it won't happen, making you worry even more, making it happen even less.
Convince your body that it don't hurt by starting slowly and taking plenty of time and try and relax. Lube also helps, although at your age getting the right stuff might be a bit akward.

If a vagina can open up to let a baby's head out then it's highly unlikely that you're too small. You're just too tense. You need to relax more and when you do this your vagina will stretch easily. This is why sex can be painful for some people when they have it for the first time, BECAUSE they are tense and not relaxed enough. Everyone is different though and sex is not painful for everyone first time around, it just depends on the circumstances.
