Be honest with your men about your limits, but say you enjoy playing games. Then they'll know what to expect!
If you are scared to take it any farther, maybe you need more time to get to know your partner and build up intimacy.
This is perfectly ok, but you must talk to him and he honest!
There are different factors to being ready for sex. Just figure out what's stopping you.

 It sounds like you enjoy being a teaser. You provided little information, but a teaser, whatever the kick they get from it, may be asking for some serious trouble at some point with the wrong guy. In my opinion, it is wiser to be honest and straightforward about things and not use the "bait and switch" routine. I think that is an ugly way to be with others.
