Her sister is gorgeous and I have a lot in common with her, but I have never met her or even spoken to her. How do I tell my friend I fancy her sister?  Why not just mention to her that you saw the pic and find her sister very attractive? You dont have to just ask for a date. Just ask a casual question about her.
She may even mention you to her and she may also like your pics.
Just take time and don't be forceful, or you will lose the respect of both

 In my opinion I dont think this is a very good idea - generally you dont hit on your friend's bothers/sisters, it is a bit like hitting on your ex's friend or friend's ex, something like that....you just dont go there.
For a start you only like the way she looks - you have never spoken to her so you dont know if you have anything in common apart from what you can see on Facebook, and we all know Facebook isnt exactly a reliable source nor something that should be used when dealing with relationships.
Chances are the sister wont even know you exist, so to be set up with someone who doesnt even know who the hell you are is very unlikely. I mean would you go on a date with a total stranger just because your brother/sister has asked you to?
There are millions of attractive girls out there, this one doesnt seem like a great option so I think you are best looking elsewhere.
If you go for the sister chances are you will be rejected and will piss off your friend for using her to get to the sister - not a great prospect!
