If he is not comfortable with it then that is it, if it where the other way aorund and ou wernt comfortable giving head then you wouldnt like if he tried to ''persuade'' you otherwise. You must respect his boundaries.

 If he won't give you oral, you shouldn't give him oral. Fair is fair.
But besides that, perhaps you should shower with him and get hot and bothered while getting squeeky clean, so he can't complain about odor or hygiene. If you're bushy, consider trimming it down. If he still refuses just because he's uncomfortable, then he's getting "uncomfortable" confused with "selfish" and he may not be compatible with you.

Has he actually said why he doesnt feel comfortable about doing it? Like someone else has already asked... do you shave? Do you consider having a strong odour down there (and I mean that in the nicest possible way) because some women, despite showering daily, still have a strong smell or taste down there.
BrownWolf is spot on... cream, chocolate and strawsberries are brillant during foreplay, and he may be keen to try that.
