 We cannot know for sure if he is ignoring you because he thinks you are ignoring him, we cannot read his mind.
You could make an experiment though : do not ignore him . Make a point to make sure he can't feel ignored.
Smile to him. Say hi. Go up to him and compliment his new haircut. Ask him his advice about something . DO something !
If he relaxes and reacts positively, then your guess was right, he just wanted to play it safe.
If he keeps ignoring you, ... alas,wrong guess and maybe he's just not that into you.
