 You can't make this guy dump his girlfriend for you, and its kinda a bit selfish of you to think you can make him. If he wants to be with you he'll end things with the girlfriend. If he doesn't then he either wants to play you both or be with her.
I would see how it goes when you meet him. Don't try and force him to do something he doesn't want to though, otherwise you'll be the one to loose out!

 To get him to dump his girlfriend would not be right, if they are going to split up then it has got to be his doing and not yours. Also i would not consider him as a potential boyfriend while he is currently in a relationship with this other girl. Unforunately the only thing you can do here is sit this one out and hope one day they may split up. You say you have not met properly, and he like's his girlfriend alot, so on that basis you could be waiting around for him along time, i think your best bet would be to persue someone who does not have a girlfriend.
