 I think you should take him to the beach, and kiss him there. The crashing of the waves might make it more romantic. And you can kiss him on the neck sometimes. That might make him more frisky.
Make sure you don't do anything you don't want to do though. Never take risks in these situations. Do not let him convince you to go all the way if he gets a bit excited.
