The only way to possibly make them bigger (and this is unlikely) is for her to get knocked up. Piss poor choice, as it's going to change your and her life forever... but hey, you asked.
Big tits can be a problem, as they can cause pain. I want to HS with a girl who had to have surgery to reduce hers before she graduated.
