 he is giving you mixed messages then if he is telling you he thinks of your as a little sister but then on the other hand he flirts with you (are you sure its flirting or is he just friendly?)
if he IS flirting but saying you are just like brother and sister then it sounds as though he is keeping you on a piece of string coz he likes the attention from you but doesn't want anything else

 When someone says your like his sister or brother that usualy means they like you alote but as a friend. Like a sister/brother term is used because you normaly wouldn't go out with a sister or brother.
