 I would like you to give more information about this. Like, where did he kiss you? And are you two going out? And if so for how long? Where his friends with him at that time?
But if you want some general insight, well guys at your age are immature and fickle.... or shy. He probably hasn't stopped liking you, not that fast, so my guess here is that he's really shy. I mean you two kissed! so probably he doesn't know how to act around with you anymore. Give him time and DON'T PANIC. Let him sort himself out, but if you can't wait, why don't you ask him out?
Also, don't overanalize a guy at your age. Most guys are pretty straightforward and easy to figure out. Also, don't expect much of him JUST YET.
