 Physically, yes, they can break the hymen that way.
However, most guys don't consider a broken hymen sufficient to count as lost virginity. Many girls break it doing gymnastics or soccer long before they have sex. Basically, fingering doesn't count for much in most guys' books.
If you want to know what women think, hopefully another poster will cover that; I don't feel qualified to answer that.
