 The only way you could get pregnant from DRY Humping is if his penis presses into your vagina during his climax. You would have to be ovulating and the sperm would have to penetrate the fabric between you both. Dry humping without clothing is far easier to result in pregnancy, especially if anything (penis or fingers) pushes sperm into your vagina.
In general, no; you are most likely not pregnant. Most women have a vagina that is hostile to sperm, which is why the penis being as far into the woman as possible is essential to guarantee pregnancy.  The only way to pregnant through dry humping is if you're both totally naked, and his penis is at the opening of your vagina and he ejaculates. Otherwise no. Sperm cannot get through fabric, especially not two layers of it. His semen has to contact your vagina in order for the sperm to somehow move.

 Assuming, for starters, that your underwear was saturated with enough ejaculate, it is so highly unlikely that any viable sperm would enter the body and travel far enough up to impregnate, that I would say it is statistically negligible. Whomever told you they became pregnant that way was either joking, fibbing or grossly misinformed themselves.You're not pregnant and you're still a virgin.
