This is not clear from what you say here.
Let me interpret for you a phrase "I fancy you" said to a girl erm around your age.
For a tween boy it means he wants to fancy you, and for a teen boy it means that he fancies you.
Note: this phrase may also mean that he expects some action from your side or maybe it's only a test.
