 A hicky is just a physical action. It does not mean love. When someone says they love you with their own lips then you hold them to that because they said it and should mean it.
My advice to you, don't mess with guys who want to touch you or kiss you. You dont want to get involved with people who only want to feel your body or kiss you. Don't get used by people who don't truly love you. It is a waste of your time and your feelings can get damaged easily. Some adults get in situations like this and can not handle it and their lives crumble. So be careful. Don't give people what they want especially if it is your body they want.

It can mean he likes you or it can mean he is hungary. Joking aside though hickies (Or love bites) are a physical thing and very rarely represent true feelings. A way that he holds your hand or the way that he looks into your eyes would give you the answer to your question much more than how he bites your neck.
