 well it should come natural at this stage and if it doesnt feel effortless and easy flowing when you both meet up then maybe he is not the guy for you.

try and keep convo going and ask open ended questions and when he answers back answer back with an answer and a question. Talk to him about things hes interested in. Try going somewhere that has alot more scenery so you can talk about that when convo stops

Ok wel it sounds like he is shy in this case and doesnt no how to make conversation, am sure with time he will be more comfortable, it takes time to get to know someone and feel comfortable around them so just keep trying to get him to talk and ask him plenty of questions and hopefully in time he will come around.
