Condom residue is frothy and usually mixed with a bit of semen so it's not powdery either.
Even though smegma isn't powdery it's probably what you're talking about, just have a look at google images and make sure.
OP you should have just asked him then and there, and you do have to ask him still. I have a foreskin and I would never get intimate with a woman with a dirty penis. You need to let him know that it's not on either, and that you won't go near his penis unless it's clean. Women get smeg too and I've have to have that conversation with more than one.
Don't be afraid to talk about it or let him know, if you're close enough to be able to mess around with his penis then you should be mature enough to talk about it.

 Is this the first time you see foreskin on a penis? The white things doesnt mean he cheated, its not semen, and its not female juices. Its natural, and just means that he needs to wash because its been a while since he rinsed. Dont have sex with him if he hasnt cleaned up though, you could get a urinary tract infection.
Its nothing dangerous, just how the skin makes sure it is smooth so the man wont damage himself pulling back the foreskin.
