The best you thing you can do is buy them and put them in places where he is certain to 'accidentally' find them for himself. Or if there is a family member closer in age to your son (like a cousin around 18-30 for example) have that person give them to him.

Yes boys as young as that do have sex. My brother was only 14 when he fathered a daughter. And my mother was buying him and his girlfriend condoms, they unfortunately just thought not to use them!
