 I think such a hug means he loves you, to be honest. Not just likes you, but genuinely cares for you.

 I think you can tell alot about what the person is thinking by the way they hug you or any other physical interaction. From that sort of hug I would say that he likes you as more then just a friend. It definitely shows that he cares about you alot and playing with your hair is more flirty then friendly.
On a side note if a boy hugs lower on you such as your hips and that area it shows sexual interest.
