The term is so widely used for a variety of things... I guess it just depends where you come from! If you're really unsure, perhaps you should check with a close friend or older sibling. You shouldn't be embarrassed!
Where I come from, making out is purely open mouthed kissing, with petting, I.e. hugging, caressing their face, running your fingers through their hair, etc.

In general, the term "Making out" involves the physical sexually oriented interaction between two people (although I suppose the term could be extended to include situations with more than two, although I've never heard it used that way) that stops short of full sexual contact and stops short of undressing. It is usually of limited duration because of social circumstances (e.g., one or both partners has a deadline) and at the end of it both partners can leave looking "socially presentable" (i.e., no clothing torn, no embarrassing wet spots that can't be hidden, etc.).
So in real terms, kissing and touching (above or below clothing, but without actually removing or tearing the clothes) are pretty much included, but working either partner up to a climax that might leave traces went a bit too far.
At least that's the definition I've always used. Of course I learned the term a long time ago. Maybe it's different now. Anybody else got an updated definition?
