 Very few women can orgasm without direct clitoral stimulation.
You are probably either being too rough, touching yourself with dry fingers (NEVER do this) or you are touching the clitoris too directly, instead of stimulating the sides or top which some women prefer.

 You can get 'heated' up by just kissing, but for an actual orgasm to happen, you need to be able to hit the g spot in your vagina. Have you tried rubbing down there? sometimes if you rub gently on the outside you can achieve orgasm.
